I have no idea about this song but I am pretty sure "Kid Charlemagne" is about drugs. The thing about music is, of course, that you make your own references with the events that occurred in your life when the song became popular. For example, "Deacon Blue" always reminds me of the time I was living in my car although frankly I have absolutely no clue what the song writer intended.
